LTO Islamabad Reforms Regional Integrity Committee to Tackle Corruption Complaints

ISLAMABAD: The Large Taxpayers’ Office (LTO) Islamabad has restructured its Regional Integrity Committee (RIC), comprising tax department officials, representatives from the Islamabad Chamber of Commerce and Industry (ICCI), and the Islamabad-Rawalpindi Tax Bar Association, to address corruption-related grievances.

According to an official notification issued Thursday, Reema Masud, Commissioner Inland Revenue at LTO Islamabad, has been appointed chairperson of the RIC. Nasir M Qureshi, President of ICCI, will serve as vice chairman. Other committee members include Babar Bilal, Advocate Supreme Court of Pakistan; Qurratulain Ali Khan, Additional Commissioner Inland Revenue; Shah Bahar, Additional Commissioner, Headquarters; and Nadaruz Zaman Barlas, Steno Typist, who will also serve as member/secretary.

The RIC will act as the surveillance body for LTO Islamabad and FBR, tasked with handling integrity-related complaints from taxpayers and the general public concerning LTO officials. It will report directly to the Chief Commissioner, LTO Islamabad, and maintain coordination with the Chief of Integrity Management Cell (IMC), Integrity Promotion and Management Unit (IPMU), through the Member Inland Revenue Operations.

The committee is also responsible for identifying root causes of integrity-related concerns within the LTO Islamabad and submitting its recommendations to the FBR through the appropriate channels for resolution.

The RIC is mandated to follow the Terms of Reference (TORs) set by the Board to ensure transparency, fairness, and just handling of complaints. Each complaint must be resolved within 30 days, with a possible extension of another 30 days subject to approval from the In-Charge of the Integrity Management Cell, upon formal request.

Additionally, RIC Islamabad must submit a monthly report using the prescribed format (Annex-I), detailing the total number of complaints received, pending, and resolved, to the IMC, FBR. A copy of this report will also be forwarded to the Chief Commissioner-IR, LTO Islamabad, by the 5th of every month. The notification confirms the action has been approved by the Chief Commissioner-IR, LTO Islamabad.
