The Federal Board of Revenue (FBR) has established committees to manage procurement activities as part of its Transformation Plan for the financial years 2024-25 and 2025-26. According to a notification issued on Thursday, the committees will handle procurement related to the Transformation Plan or any additional assignments given by the competent authority. These activities will be conducted in accordance with the Public Procurement Rules, 2004, and subsequent amendments.
The Procurement Committee will be chaired by the Member (Admn/HR), with members including the Member (Audit/CRM), Member (Customs Operations), Chief (Admn & Finance), Secretary (Admn), and any additional members nominated by the chair. The committee will validate procurement needs, approve bid evaluation reports, and decide on awarding contracts to qualified bidders.
To support the Procurement Committee, a Technical/Financial Evaluation Committee has also been formed, led by the Member (IR-Operations) and comprising members from customs policy, HR, finance, and other relevant departments. This committee will oversee the formulation of tender documents, ensure evaluation criteria align with procurement goals, and decide on procurement approaches and specifications. Bids will be evaluated without allowing modifications to prices or core content once submitted. Any conflicts of interest among bidders, consultants, or evaluators will be addressed promptly, with conflicting members replaced if necessary.
Additionally, a Physical Inspection Committee has been constituted to inspect and verify delivered items and services. The committee, chaired by the Chief (IR-Operations), will ensure that all deliveries conform to the specified requirements and are stored and supplied according to established protocols.
These committees are expected to bring greater transparency, efficiency, and compliance to the FBR’s procurement processes, aligning them with strategic goals and regulatory standards.
